Proposed Guidelines for the Position Classification and Compensation Plan |
Tuesday, June 15, 2010
|

The following guidelines on the Position Classification and Compensation Plan have been proposed by the committee constituted by Pres. Emerlinda R. Roman:
On the Compensation Structure
1.) UP employee salaries and benefits should be equivalent to those being received by their counterparts in the private sector (RA 9500 Section 13k).
2.) De-couple the promotion in UP from DBM-initiated promotion through Scientific Productivity System, Artist Productivity System and other programs.
3.) Faculty and REPS compensation will be compentency- and productivity-based while the Administrative personnel compensation will be based on job description.
4.) Give additional compensation to faculty administrators based on their performance evaluation, which is based on certain criteria (e.g., publication, set goals, contribution in securing funding for projects).
On Financing the New Compensation Structure
5.) Look at the actual costing of making UP a research university.
6.) UP should commit to maximize the yield of its assets.
7.) Review the Charter to facilitate resource generation by the University.
8.) Lobby for legislation that would earmark a certain percentage of tax from identified revenue source areas. This would be a source of sustainable income for the University.
9.) Allow the colleges to generate their own resources as a compensation supplement.
10.) Review the socialized tuition fee scheme, particularly the upper brackets, to make the upper brackets near the actual cost of UP education.
11.) Reduce the subsidy of the faculty to the students.
12.) Set a clear direction for intellectual property (IP) policy to support the resource generation of the University.
13.) Rationalize the administrative fee (currently at 15%) of UP projects with government and non-government organizations.
14.) Distribution of new resources may consider the capacity of units to generate resources subject to certain conditions such as research productivity.
Please refer all comments and questions to the Office of the Chancellor of your respective constituent universities.
